Issue with card titles

From a quick look, it looks like a case of double urlencoding but not decoding the titles is the issue. Haven't investigated at all - posting here in case someone else is interested in picking it up before I can get to it. (3.8.1)

We should probably be applying the "don't double encode flag" somewhere, but the tricky part is figuring out where.
